Assuming that the rumour is accurate and that these aren't duplicates of Mario, Luigi and Peach, the likes of Donkey Kong, Bowser, Yoshi and Toad seem unlikely to receive the electronic figures since they've already been recreated as buildable figures in current, upcoming and retired LEGO Super Mario builds.
That still leaves quite a few options from the core and expanded cast of the Super Mario games and spin-off titles. Daisy and Rosalina would make a lot of sense as future additions to the theme as both have been playable in games before and Daisy would even be able to reuse Peach's existing mould in a different colour (but a new piece would be ideal).
Rosalina would require a new piece for her stylised hair, but would still be easier to recreate than our other two suggestions.
Wario and Waluigi have become fan-favourite characters of Super Mario after their debut in spin-off titles. While we've yet to receive buildable figures of them, that leaves the duo eligible to be electronic figures in a pair of starter packs that would just so happen to make sense to release in the same year too.
They've also prominently appeared in Mario Kart games together and would go well with the Mario Kart wave launching next year. Still, this is only speculation based on the rumours of two new starter packs next year. Finally receiving LEGO Wario and Waluigi may simply be too good to be true, but we can only hope.
